Senate Trial: Fair Play?

To the Editor:

Anthony Lewis (column, Jan. 12) is correct to question the motivation behind Kenneth W. Starr's indictment of Julie Hiatt Steele.

To me, the timing of the indictment -- on the same day that the Senate began its impeachment trial of President Clinton -- suggests an effort on Mr. Starr's part to manipulate the Senate deliberations.

I wonder if the questionable timing of Ms. Steele's indictment opens the way for the President's lawyers at the Senate trial to broach the subject of Mr. Starr's tactics. The argument would be that the indictment of Ms. Steele is the latest act in a pattern of abuse that includes Mr. Starr's earlier leaks of grand jury testimony and the timing of his other indictments. The earlier acts were meant to manipulate the public and failed. The current act is aimed at the Senate.
